Eaglehawk was designated a Neighbourhood Renewal site in late 2002. We had three
different resident's with a Consultant engaged by the Office of
Housing. Unfortunately some of the ideas presented to residents at this stage were
unwelcome, and many residents lost confidence in Neighbourhood Renewal even before it
really started.
Those involved in Neighbourhood Renewal have learnt from these early mistakes, and
projects in Eaglehawk are now (mostly) developed from the starting-point of residents,
with services, Council, etc. Supporting the expressed needs of residents.
The Eaglehawk Neighbourhood Renewal site is very small compared to some others
(300 houses approx). A small but dedicated group of residents has continued
to be involved, establishing a vocal resident's group (Launching Pad) and leading
many projects across the site.
Back in 2003 a Community Action Plan was developed, and this document still guides
many Neighbourhood Renewal activities. What follows are the Action Areas identified by
Launching Pad and some of the activities undertaken so far:

- Activities for children and young people
We have established an ongoing Youth Committee. We put on school holiday
program every school holidays, and have funded a weekly youth group. We also
organise special activities, such as bike maintenance days and family fun days.
-
Community Garden
We haven't been successful in finding a community space suitable for a community
garden. We still have thison our agenda, and with the recent adoption of the
Sustainability Street project, we might gain more impetus to make this happen.
-
Local Shop
Plans are well underway to create an "Enterprise Hub", consisting of a shop,
commercial kitchen, meeting/training room, childcare room and office space. There
has also been discussion about establishing a tool library/men's shed in the shed
alongside the shopfront. This facility will not only provide residents with a much-needed
accessible milk bar, but will provide a venue for local people to gain training
in hospitality and retail industries.
-
Jobs Gully Creek
The redevelopment of jobs Gully Creek has turned it into a place people are proud of
and find an attractive place to spend time. Further development plans include a
walking track.
-
Community Arts Project
We have been successful in attracting some funding for a community arts project in
Bright Street Community Park. We continue to seek more funding to develop this
action area.
-
Contract Home Maintenance Enterprise
The Office of Housing has undertaken substantial renovations to the public housing
properties in the Neighbourhood Renewal site. The homes are currently being
upgraded with newfencing under a community jobs program. This work replaced the
need for residents to develop a home maintenance enterprise. Neighbourhood
Renewal properties have also been upgraded with pelmets, energy-saving globes,
window and door seals, draught stoppers and insulation to reduce the energy use
(and expense) of the homes.
-
Hard Rubbish Collection
The ongoing hard rubbish collections undertaken by the Jobs Gully Creek
Redevelopment Committee has improved the amenity appearance of the local
area
-
Bright Street Community Park
Resident action to redevelop the Community Park started way before Neighbourhood
Renewal came to Eaglehawk. The support of the Neighbourhood Renewal project
made much of the redevelopment work happen, with further improvements currently
being undertaken. Feedback from residents about the Bright Street Park indicate that
it is a very popular, well-used facility for local children and families.
-
Community Newsletter
Launching Pad and the Eaglehawk Community House produce a bi-monthly newsletter
that is delivered to all houses in the Neighbourhood Renewal area. This is an
invaluable way to keep residents informed about community activities.
-
Childcare
Childcare supports families to access employment and other community activities and
enhances children's learning. The Employment & Learning Coordinator has developed
a childcare course that is available free to residents of Neighbourhood Renewal, and
provides certification for them to become Family Day Care carers. Residents are also
supported to ensure that their homes are up to the standard to care for children in the
home. This has greatly enhanced the accessibility to childcare in the area.
-
Services in Eaglehawk
Launching Pad continues to lobby for improvements to services for local people,
including police responsiveness, accessibility to legal services, Centerlink officers,
Office of Office of Housing workers and health care workers. Our regular Stakeholders
Forums are one powerful way to inform all stakeholders about services that are available,
as well as places where residents report a lack of access to services.
A very new initiative in Eaglehawk has been the establishment of a Hands on Health
clinic, where health practitioners volunteer their time to see people on low incomes for
no or low cost.
